The AMD RX 6400 is the slowest discrete GPU released based on the RDNA2 architecture. This model isn’t entirely new, having been announced to OEMs back in January, but it wasn’t until today that AMD launched this card for the DIY market. In addition, the embargo on numerous custom designs has also been lifted today, most of which are single-fan and low-profile solutions.
The AMD Radeon RX 6400 is based on a Navi 24 GPU and 768 stream processors, so it’s a stripped-down version of the RX 6500 XT. The card ships with a base clock of 1923 MHz, a game clock of 2039 MHz, and a boost of 2321 MHz. These clock speeds are the same as the OEM models released in January. It ships with 4GB of GDDR6X memory on a 64-bit memory bus. There’s no indication yet of any motherboard partners offering factory overclocking solutions, so it has to be assumed that the card won’t offer higher clock speeds.

All cards released today do not require an external power connector. These cards all have the PCI-Express interface turned off, enough to provide the required 53W of power.
The AMD Radeon 6400 has been offered for censorship by some Chinese media outlets who appear to have exclusive coverage of the launch. Tested models of the Sapphire Pulse or XFX Speedster can be found, both low profile solutions.

According to reviews, the RX 6400 sits between the RX 6500XT and GTX 1650 in synthetic tests. It’s slightly less powerful in games due to the limited 64-bit memory bus. This card also suffers from the same issues as the RX 6500XT, namely the PCIe Gen4 x4 interface and lack of H264/265 encoding capabilities.
renew: AMD is comparing its graphics cards to the GeForce GTX 1650 and GTX 1050, both based on older generation 75W entry-level solutions:

Official pricing for the RX 6400 is $159, which is $40 less than the RX 6500XT. NVIDIA hasn’t released anything cheap in this price range that offers the latest Ampere architecture. Their RTX 3050 model has an official price of $259, but unlike AMD cards, it’s nearly impossible to find a 3050 in the MSRP.
